When we study the Indian Constitution, it begins with the Preamble.
The preamble is considered the face of any Constitution, including the
Indian Constitution.
For example, -
- When analysing a person at first instance,
- We first look at their face and, based on the facial expressions, form a mental impression of the person's personality.
The same is the ratio and importance of preamble, whereby just
studying the preamble of any given constitution, we have the first instance of a
glimpse or impression about the character, nature, and the proceedings of that
particular constitution.

- The preamble of the Indian Constitution and the preamble of the American Constitution both mention "justice," but
- What is the difference with respect to the impression
- The American Constitution says that, "we will form more perfect union and for this purpose the establishment of justice shall be there."
It is a perfect statement, but no further elaboration has been
provided on what justice really means in the US. It doesn't mean anything else, which is something else, or somehow demeaning the comprehensive
view of justice.
On the other hand,
- Because the American convention of preamble inspires our preamble,
- We also included justice as one of our objectives,
- But we dived deep into justice,
- where we have drawn the 03 lines of thought or sub-objectives by saying
- Social, political, and economic.
Thus, we can see that, comparatively, the Indian thought
process regarding justice is more comprehensive and directional.
If we need to provide or ensure social security, it starts with
starting points, "how much economically you are secured".
- It becomes more relevant when the whole of life, from birth to death, is under the periphery of a market-driven economic system
- where social relationships have limits, and
- ultimately, economic prosperity serves the best interests.
"This line of command clearly reflects that, ultimately, the
starting point is economic security."
Now, -
- if we examine the Indian Constitution,
- Part 4 is the main pillar of all these kinds of security,
- with Article 39 being the primary foundation.
- This article stands up and
- says that I shall ensure that
- Ownership and control of the community's material resources are equally distributed.
It means that if it were done, it would have resulted in no
economic concentration of wealth.
If -
- A society has a relatively rational distribution,
- It means that the interconnected cycles of resource distribution within the society have ensured a well-established network of resource (wealth) distribution.
- The result is interdependent and connected prosperity.
- More confidence in the community.
- Less race for resource holding
- Minimal crime in society
- A culture of prosperity, with the ultimate goal of achieving 360-degree development of communities,
- The end product of Indian society.
As a result, so,-
- If the state takes charge at the first instance,
- Citizens of the nation also express confidence in the state, because
- They now sense that the state is taking care of them.
- They also feel a sense of belonging to the state, and
- A feeling of participation emerges from this, which is expressed through voting in elections.
The higher the percentage, with a proportional geographical distribution, the more it indicates citizens' participation in State processing and maintenance.
Now, -
- As we have completed this introduction, now, we move on to the Jan Dhan Yojana scheme.
- 11 years ago, this initiative was launched by the current Prime Minister, Shri Narendra Modi, under the NDA government.
- The wholesale objective was to ensure financial inclusion, particularly for the targeted community that remains excluded from financial services.
- After 2015, the total number of PMJDY bank accounts increased from 14.72 crore to 56.16 crore.
- 56% of the total accounts were opened in the name of women.
- As of now, the total deposit in this zero-balance account is ₹ 2,67,755 crore.
- Through these bank accounts up to now, 44.5 lakh crore rupees have been transferred directly to the beneficiaries, and this includes the COVID period as well.
Now, -
- Imagine that direct benefit transfers, through mobile applications and Pradhan Mantri Jan Dhan bank accounts, were not available.
- What could be the scenario?
- The first and foremost security, economic security, could be compromised,
- which could be enough to trigger a point of panic and Chaos in society.
Today, on August 28, 2025, we are celebrating the 11th
anniversary of the Pradhan Mantri Jan Dhan Yojana.
The benefits are mentioned, but I have highlighted the
important aspects of the Pradhan Mantri Jan Dhan Yojana, as noted in the
constitutional -& from the polity pointer view.
- Yes, we need to do more to promote financial inclusion and economic prosperity.
- Still, we can be satisfied with the present picture of inclusion and prosperity in the presence of the Pradhanmantri Jan Dhan Yojana,
- which is working under the JAM TRINITY (JANDHAN YOJANA + AADHAR + MOBILE).
- Pradhanmantri Narendra Modi has, on several occasions, highlighted the remarkable progress and decisive utility of JAM in ensuring financial inclusion.
- Had the initiative of financial inclusion been started earlier than the 21st century, the picture and outcome could be different?
- However, we have achieved this remarkable milestone in a very short period.
- With a decisive target of women's empowerment, as 56% of Jan Dhan bank accounts are in the names of women.
- And because this is a gender base community, it has led to the empowerment of the community(s), which in turn empowers every community within Indian civil society.
I believe that the coming years will elevate this kind of
initiative and, particularly, this scheme, to a new, more improved standard,
where everyone and every aspect of society will feel a sense of
inclusion and express confidence in the Indian State.
